Great question!! I’ll give you my opinion.

There may be many factors that affect the outcome. One would be the clientele the organization is serving…is it the same or close to the culture of the organization itself? If so, I would think that the organization may be more effective as they have an “in” with the clientele thinking and habits. On the other hand, being the same culture may make the organization less effective as there may not be the creativity or “thinking outside of the box” that would be beneficial to both.

Being opposite in culture could also be beneficial or detrimental for similar reasons. The organization may be considered to be “off the wall” in service provision maybe because it is not the norm or tradition. But again, maybe they could be classified as a genius at promoting in an amazing or unique way to attract their clientele.

Many “ifs”, “ands” and “buts” to consider. Sorry if I have not answered your question satisfactorily.
